how the supervisors allow a toxic environment to develop and work place bullying acceptable because it is being done by the supervisors favorite employees. even when the complaints were brought to HR department.

replace the supervisors in the billing department and make sure their are consequences to the actions of the employees. their must be mutual respect between management and employees.
