Management supporting management. Either your friends with the two directors and you move up, or you are not, then tough luck. Personal relationship with these two people count more than actual performance. No functioning staff council given the legal limbo in which the organisation operates.
Competing with IOM but not on the world stage.
No compenstation for overtime, no flexitime or teleworking. Working week in average 50-60 hours.
No in-house training provided. Further training needs to be done in your free time (weekends, if lucky).

Despite negative experience with staff in leadership positions, there are also highly motivated, competent experts working at ICMPD. Unfortunately, they cannot rise to their full potential in this organisation.

Short-term contracts lead to high job insecurity
Flexible working hours (in theory) which leads in practice to unpaid overtime and very rarely granted compensatory leave (varies a lot between projects which creates frustration)
Offered trainings are a joke.. career prosepects yes, but only via on-the-job learning and sacrificing work-life-balance
Very good salaries in theory, but not if compared to actual working hours and lack of access to public social security benefits, such as unemployment benefits.
Job insecurity leads to competition among colleagues
Older people don't work there as most of them can't cope with the pressure and insecurity of the job for very long.
Staff in leadership positions is generally overwhelmed by their role and does not possess specific training to fulfil their role. Personal relationships and networking are more important than good results.

Few women in leadership positions.
Most projects are interesting and challenging, however often constrained in their professionalism by political considerations, but the latter depends mainly on the project.
The theme they are working on
Low quality of management, no room for development, no HR strategy, extremely high turnover. As most contracts are project-related and dependent from funding, they are ususally for 1 - 2 years. Extensions does not depend on the quality of work, but on the sympathies of supervisors. Payment far below the standards at UN or OSCE.

Completeley intransparent decision making, no clear development perspectives, the "old team" does not allow newcomers to grow. Decisions based on "friendship" and readiness to agree, not on quality of arguments. 95% + on half year or year contracts - as international organisation they are not bound by Austrian labour law, and they use this to exploit their staff, particularly newcomers. Particularly dangerous in this regard is the research department.
Introduce clear and transparent management procedures, abolish short term contracgt philosphy.
