Chasing dreams by doing nothing

This company is there for 11 years and calls itself start up. I dont know if after 11 years you should still be are a start up.
The management is selling some strange unicorn dreams without a real plan how to get there. You get told by colleagues that are there for many years, they are repeating the same ideas for a long time. I think there are no real goals, peoples in teams really dont know what they are actually working on.
Kommunikation
The management is changing the tasks and plans every meeting. So whatever task you get in the meeting last week, is not valid anymore because today they want something different. When they hire you, they tell you about some imagination they have about what you should do. When you arrive you do nothing like discussed before. I also think planning in IT is bad at times. One team does not know what the other team is releasing, until after it happens and sometimes it goes wrong.
Kollegenzusammenhalt
At first, it is a company with plenty of good people working there. In the teams the environment is mostly good, and plenty of talented people work there.
Work-Life-Balance
The team activities are nice, you can get out in the nature and bond with your team members. Also home office is possible.
Vorgesetztenverhalten
I heard people are talking behind the back of the management for years. There is never any praise from the management. Decisions are taken only top down. It doesnt matter how small the decision is.

Nice office, hardware is good standard. office management is caring. Some people bring dogs to the office. Most of them are nice but some are disturbing.
Gehalt/Sozialleistungen
Very average, benefits are good. Strange bonus policy where I heard that randomly people can be excluded.

It is really hard to understand what other departmens are doing. It seems that marketing keeps the company invisible, but this is likely because their plan is changed by the management every week too. There is no brand presence, people that I told about the company constantly never have heard about it. So the placement is somewhere in a dark corner where nobody sees the content.
Karriere/Weiterbildung
They recently got access to an education platform, the only information was an email that there is access. No introduction, no info about budget for courses.
