Too many layers of management and freshmen / student work force. Things are not getting done because responsibilities are unclear and hierarchy is preventing productive collaboration. Teamleaders wanting to do be involved, participating in everything instead of empowering professionals on the lower levels. (Boxtickers hopping from meeting to meeting) There are more modern management strategies out there. Just be open to look for them. This is taught everywhere nowadays.

So, the previous review was cleary written by HR fantasizing a far distant vision rather than reality. Here are some suggestions:
- onboarding 1, 2, 6 months feedback round
- regular feedback meetings
- less top down decisions but involving lower levels
- allow the employee to be more productive and succesful by better planning and organizing
- don't promote people with toxic behaviour
- sanction team saboteurs
- don't let some people earn double of what others are earning
- company exit feedback meeting (learn from mistakes)
Kommunikation
Flat hierarchy in the sense of: nobody tells you what to do.
Also, not even middle management agrees with decision from top level
Vorgesetztenverhalten
A bit chaotic and no clear leadership / responsibility.
Too many wanna-be managers coordinating external freelancers.

Gehalt/Sozialleistungen
above the collective labor agreement but also an all-in contract. So not clear if actually good. Huge salary differences between c-level and "work-force"

Honestly there is no chance of an internal career. You can teach yourself things when time allows it. This may help leaving the company more qualified.
