More appearance than reality. Significant deterioration in recent years. Has a lot to do with poor (team) management.

Poor leadership. Back to more hierarchy and control of employees. Many managers look out for their own safety because they fear that they could be next in line for the next reorganisation and no longer fight for their employees. Uncooperative behaviour within the team for the same reason. It's crazy. A survival mode that completely destroys the working atmosphere. Years ago it was much better to work there. Many people today are looking for another job to get out of the company, but the market is not easy.
Karriere/Weiterbildung
The company says that they will help you develop your career, but in the end the team leader decides. Most likely she/he keeps you in the team and does not support you in further career steps because she/he is afraid of losing the headcount afterwards.
