That they should find out for themselves. Why not lay off a few employees to free up some money for consultants.

If it takes an internal survey to capture the mood of the team, that says a lot.

Everything is top down. Employee participation is not really desired and in the end, the shareholders decide.

Highly depends on the team. Some teams work less well.
