Virtues Trust and Knowledge is missing in the organization. Please ask the people to not be lazy and learn new concepts and update themselves. Saving yourself and not taking risks would not let you anywhere.

Absolutely Aristrocratic: Mine was a politician, had no clue of what the department does, how pissed the team was and did no help to integrate in the team. There were his personal bootlickers who did what he said without questions and this is culture summarized.If you speak the truth, you are dead.
