Ideas for process and work improvements are acknowledged but nothing ever happens. Management only cares about project deadlines instead of mentoring and helping employes to learn and grow. People are juggled on 2-hour time slots between projects.

Stop promoting untrained middle management and really carefully evaluate your project management guidelines. Upper management needs to get back involved in project execution and controlling.
You need external help with project planing and time tracking process and stop using your hand crafted tools. This is a solved problem.
