Some employees in Germany try hard to build a culture. I like this resiliance although every single penny spent on getting people together is a hard fight.

Put budget into benefits and into developing a real group culture to keep talents;
Ask employees (not just the management) for their opinion, feedback and ideas: THEY are the company;
If an employee is not happy and you cannot make them happy, well offer them a mutual agreement instead of forcing them to give their resignation: it might give you the chance to see this employee work for you again later in their career;
Try and remove silos, first by encouraging people to work together and to work on common ideas instead of keeping teams very separate;
Tracking what every employee spent their time on, and trying to calculate the cost of every details of their day adds a lot of administration work and frustration.
